TUGUEGARAO CITY, Cagayan – A farmer allegedly hacked to death a fellow farmer and his two sons in Barangay Viga in Lasam town, Cagayan last week.

Lasam police chief Inspector Leon Umbrero identified the victims as Benito Suguitan and his sons Judito and Joel.

Initial investigation showed that an apparently drunk RomelBanza sneaked inside the victims’ hut while they were sleeping and hacked them one after another.  The suspect had previously berated the victims, whom he accused of destroying his crops.

Baguio, Benguet towns solid waste forum sought
BAGUIO CITY – The city government through the City Solid Waste Management Board (CSWMB) should initiate a forum among the local government units of Baguio, La Trinidad, Itogon, Sablan, Tublay and Tuba (BLISTT) to tackle concerns on garbage.

The city council last week approved a resolution authored by Councilor Peter Fianza on this end.

Fianza said it is high time for the city and nearby municipalities to cooperatively brainstorm on the growing waste problem they are facing to possibly find a common solution beneficial to all.

He said solid waste management has become a major concern not only in the city but also in the neighboring localities.

“The city of Baguio still struggling to locate an appropriate disposal area is now also seeing the costs of its present disposal system getting more prohibitive while its neighboring municipalities are now also compelled to haul out garbage to disposal facilities,” Fianza noted.

“While the issues or problems affecting the solid waste management systems of each local government unit may be different from one another, identifying the same can probably lead to common solutions,” he said.

He said the solid waste management boards of each BLISTT LGUs should participate in the forum “to discuss problems affecting the implementation of their plans and consider possible common solutions to the same with the assistance of the National Solid Waste Commission and other concerned national agencies.

The help of agencies which are mandated to implement Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000 should also be enlisted to provide technical and other forms of assistance during the forum. – Aileen Refuerzo          

City high senior chosen exchange student to US
BAGUIO CITY – A Baguio City National High School senior was awarded an exchange student scholarship to the United States of America under the Kennedy-Lugar Youth Exchange and Study (K-L YES) program scholarship for academic year 2014-2015.

Anthony Abe Oliver Gemina of Laubach Road here was among the 30 exchange students from all over the country who passed the rigorous screening and selection of close to 900 applicants in 2013 under the prestigious exchange student program.

Gemina will serve as an ambassador of goodwill representing the Philippines and will enjoy a one-year full scholarship funded by the Bureau of Educational and Cultural Affairs of the US Department of State, in partnership with lead grantee American Councils for International Education and AFS-USA consortium in cooperation with the Department of Education of the Philippines and the National Council on Disability Affairs.

He left for the US last Aug. 7 and will stay there until June 30, 2015.

Mt Province 1strunner-up in Regional Fire Olympics
BONTOC, Mountain Province -- The Bureau of Fire Protection Cordillera Administrative Region, Mountain Province Chapter was overall 1st runner-up during the Regional Fire Olympics held Sept. 19 in Baguio City.
The Mountain Province Chapter was represented by the Mountain Province State Polytechnic College (MPSPC) Volunteer Fire Brigade.

The said event was participated by teams from Cordillera provinces except Benguet and Ifugao.

The team placed second in Bucket Relay, second in the Straight Connection with Busted Hose, and third place in the Fire Extinguisher Relay Challenge.

They received their plaques from the Municipal Mayor Hon. Franklin C. Odsey and the new Bontoc Fire Marshal SFO4 George Calaoa during the Monday program in the municipal quadrangle last September 22.

“We would like to thank Local Government Unit especially to Hon. Franklin C. Odsey, our municipal mayor, for your support in the programs of the BFP. The team made it to the Regional Fire Olympics with the help of the Bontoc LGU. We hope you continue to support the BFP so to continue providing quality service to our people.” says SFO4 George Calaoa, new Bontoc Fire Marshal, during the Monday program.

During the program, the Bontoc LGU also welcomed two newly assigned fire officers in Bontoc namely, FO1 Alberto Anongos, Jr. and FO1 AdarshRingor.

Abra declares state of calamity
BANGUED, Abra -- The provincial government of Abra has placed the province under a state of calamity due to damage caused by Tropical Storm Mario.

Provincial board member Catherine Maria Galbin said Mario left at least P346-million damage to the province’s agriculture and infrastructure.

The provincial disaster risk reduction and management council said two persons remain missing after floodwaters swept them away in Tubo and Danglas towns.

Cab driver pushing drugs nabbed in Cagayan

TUGUEGARAO CITY – A cab driver was nabbed here last week for pushing illegal drugs.
Philippine Drug Enforcement Agency Director General Arturo Cacdac Jr. identified the suspect as Vergel Navarro, 50, a resident of Lawasa Road, Holy Spirit, Quezon City.

Reports showed last Sept. 28, Navarro was arrested by operatives of the PDEA Regional Office 2 after he sold  three plastic sachets containing methamphetamine hydrochloride, or shabu, weighing more or less 15 grams worth P60,000 to a poseur-buyer here along Maharlika Highway, Libag Sur.

Also confiscated from the suspect were a  motorcycle, without plate number and two mobile phones.

"He was reportedly supplying shabu to some areas in Cagayan and was finally arrested after months of casing and surveillance operations conducted by our agents,” Cacdac said of Navarro, who reportedly decided to relocate and do his illegal trade in Cagayan.

DAGUPAN CITY — The Federation of Filipino-Chinese Chamber of Commerce and Industry, Inc. (FFCCCII) and the Pangasinan Filipino-Chinese Chamber of Commerce (PFCCC) donated recently school building in six public schools, here.

The beneficiaries were the Bolosan Elementary School, Pugaro Integrated School, Caranglaan Elementary School, East Central Integrated School, West Central Elementary School, and the Federico N. DTI goes after traders, profiteers in Pangasinan
DAGUPAN CITY –The Department of Trade and Industry will go after manufacturers and traders who engage in profiteering. Many have started to shop this early for Christmas and with this, DTI officials said rhey will do the job. 

DTI-Pangasinan provincial director Peter Mangabat reiterated to retailers that selling products over the prescribed prices will be dealt with accordingly, pursuant to Republic Act 7581 or the Price Act.  “Check the prices as well as the quality of the products,” Mangabat said. -- LiezleBasaInigo

Ifugao’s ‘Doctors to the Barrio’ program  benefits patients
LAGAWE, Ifugao -- The health program of the provincial local government unit under Gov. Denis Habawel  in cooperation with a power company is gaining ground serving  almost 4,000 patients  in seven months.

The  ‘Handog Kalusugan, Doctors to the Barrios Program’ served a total of 3,902 patients from December 2013 to July 2014 in 53 barangays province wide.

The Doctors to the Barrios program is jointly sponsored by the provincial government and  SNAboitiz Power, Inc.

The SNAP, Inc. provided two physicians, one for each district, and two 4x4 Isuzu Dmax pick-ups for use in  the program. The doctors visit the barangays in each district regularly to conduct health education and do consultations, treatments, and referrals.

Medicines amounting to P4,976,941 were procured through bidding. Other medicines donated by Rodriguez, Our Lady of Sorrows Church Foundation,  Jollymed Enterprises, Terramedic, Inc., Interphil Laboratories, Abbot Pharmaceuticals-Nutri Division, and Sen. Alan Peter S. Cayetano were also given free to the patients. -- Marcelo Lihgawon

Church, army tackle peace and order, 2016 elections
BANGUED, Abra -- The Church Military Police Action Group recently held a meeting here particularly to address the May 2016 elections and  improve peace and order  in Abra.

Bishop Leopoldo C. Jaucian of the Diocese of Bangued headed the CMPAG meeting attended by Col. Paul T. Atal, Commander, 503rd Infantry Brigade, Philippine Army, Abra Provincial police director  Senior Supt. Virgilio P. Laya, Provincial Election Supervisor  Mae Richelle Belmes, and other members.

Belmes  presented the plans  of  Commission on Elections in preparation for the 2016 elections  as she sought the assistance of the body  in disseminating  information on  voters’ registration which started last May 6  until October 31, 2015.

The poll registration also covers all unregistered qualified voters as well as registered voters whose biometrics have not yet been captured.  to submit themselves for validation before their local Comelec office in order to vote during the 2016 polls.

Belmes said Sangguniang Kabataan election  is tentatively set on Feb. 21, 2015. 

The group agreed to work together in 2015 SK elections and the 2016 national and local elections.

Chief Insp. Nixon L. Laoyan, chief of Provincial Operations and Plans Branch of the APPO, reported decrease in criminality in the province, and as a result of this, it has received  awards.

Capt. Erwin Libnao, Civil Military Operations Officer of the 503rd Inf. Ifugao PPOC includes DepEd in security measures
LAGAWE, Ifugao -- The Provincial Peace and Order Council has crafted two resolutions to strengthen implementation of peace order programs in the province.

These resolutions are for the inclusion of the Department of Education in the inter-agency task force (IATF) for peace and development and placing all committees and task forces related to peace and order under the PPOC.

 “The council deems it important to include the DepEd as member of the task force specifically under the information and communication team,” the resolution stated noting the critical  role the Department of Education The PPOC also adopted a resolution placing all committees and task forces related to peace and order under the supervision of the council. 

It includes the Provincial Law Enforcement Coordinating Committee (PLECC), Provincial Anti-illegal Logging Task Force (PAILT), Justice Sector Coordinating Council (JSCC) and other councils whose members also are also the PPOC members, and chaired by the governor.

The resolution said the PPOC was reorganized by virtue of Executive Order 14-04 in compliance with Local Government Code and supplemented by E.Os No. 309 and 773 to foster full coordination among law enforcement agencies and the private sector in addressing crimes and maintaining public safety, peace and order.

The committees and taskforces will be chaired by the lead agency to help in strengthening the peace and order drive of the province. -- Marcelo Lihgawon

30 places in Baguio sought to be declared as heritage sites
BAGUIO CITY -- Baguio Cathedral, Igorot Park, Mines View Park, Session Road, Burnham Park, Harrison Road, Malcolm Square, several schools, hospitals, roads, and streets.

These are just some of the places the Baguio Heritage Foundation Inc. (BHFI) seeks for the National Historical Commission of the Philippines (NHCP) to declare as heritage sites.

This pursuit of the BHFI, a non-stock non-profit organization that aims to “preserve all irreplaceable heritage assets of Baguio City”, is their way to address “overdevelopment” the city faces. “Baguio has its own limits,”

Arch. Joseph Alabanza of the BHFI and former city architect,  said in reference to the city’s rapid development at a recent press conference hosted by BHFI.

Bishop Carlito Cenzon   of the Diocese of Baguio called Baguio “a city under construction”, so the challenge now, he says, is how to manage Baguio “when it has gone beyond its capacities.” He calls for unity among the people of Baguio in order for the city to maintain its remaining beauty.

The BHFI’s pursuit is in line with the city’s tourism thrust, which City Tourism Officer Benny Alhambra says is “destination-based”. Alhambra likewise commented on the overdevelopment of the city by rhetorically asking “Why build a city glorious when what we build comes and goes?”

Meanwhile, United Architects of the Philippines (UAP) Baguio President Aris Go admitted to architects’ partial fault in the city’s overdevelopment. Corrective measures are nonetheless being put forward by the UAP through its conduct of workshops and education campaigns for architects. Go added that when it comes to planning for the city, the act of planning has to be separate from the government and the term of office of politicians and that the plans have to be long term.

Several places in the city such as the Baguio Country Club, Casa Vallejo, Dominican Hill, and The Mansion have been installed with historical markers by the NHCP.

Before a place can be declared as a heritage site, the place must first be considered for its value and it must also have support from the local government unit through a resolution. Once a place is declared a heritage site, its original structure must be maintained. -- Pryce Quintos


Early morning announcements on typhoon class suspensions
BAGUIO CITY – Mayor Mauricio Domogan will stick to his early morning practice of announcing class suspensions during bad  weather.

As his practice, the mayor waits for the 5 a.m. weather bulletin from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) declaring class suspensions at 5:30 a.m. through radio stations and other media outfits.

Some quarters suggested the mayor advance announcements during the night to avoid confusion and to make it more convenient to the students.

The mayor however maintained that early morning remains the most appropriate time to gauge the weather.

“Many things can happen in the long hours separating night and day.  The weather in the evening may be different in the morning so we maintain that it is better to make our announcements in the early morning,” the mayor said. 

The mayor also clarified that in terms of declaring suspensions, the city is separate from Benguet province as the discretion lies with the city executive being the head of the city government.

He also said discretion in suspending classes is only exercised when no typhoon signals are hoisted over the locality although he has the discretion to cancel classes in any level regardless of typhoon signals if the weather poses health and safety risks to students.  

When there are signals, automatic suspension of classes is imposed and there is no need for the chief executive to make any declaration.

President Aquino’s Executive Order No. 66 prescribes the “Rules on the Cancellation or Suspension of Classes and Work in Government Offices due to Typhoons, Flooding, other Weather Disturbances and Calamities” grants local chief executives to decide on class suspension.

Under said order, classes in the kindergarten level will be suspended upon the lowering of storm signal number
1.  Storm signal number 2 would mean suspension of classes in kindergarten, elementary and high schools and signal number 3 would mean no classes in all levels. – Aileen Refuerzo

Ilocos cops seize 41 guns, 2 kilos shabu; 3 arrested
CAMP FLORENDO, San Fernando City, La Union– Ilocos police director Chief Supt. Roman A. Felix announced here last week seizure of 41 assorted firearms, hundreds of ammunition and two kilograms of shabu, bullet proof vests and several firearm bags and holsters in Sta Rosa, Laguna. 

Three suspects were arrested in the operation.   

According to Felix, personnel from the intelligence, investigation and legal division of police Region 1, Criminal Investigation and Detection Unit of police Region 4 and Philippine National Police Special Action Force implemented two search warrants issued by Judge Thelma Bunye-Medina of Regional Trial Court Brance 32, Manila at the residence of George Fajardo aka Lorenzo Fajardo, 60 and Ricardo de Rueda, Jr., 48  at Macabling, Sta. Rosa, Laguna around 3 a.m.of Sept. 18.

Both were arrested. 

Also arrested were Estrella L. Lueles53, resident of  Macabling, Sta. Rosa ; Pablo Javier of Biclat, San Miguel, Bulacan and Nolito Garfil, 43, of Morsia, Bacolod City. – Myds Supnad
