Bomb scare grips UP Baguio anew
BAGUIO CITY – Another bomb threat disrupted classes at the University of the Philippines-Baguio Monday morning, two months after a similar incident occurred in the university.

Authorities said the threat was sent through a text message stating that a bomb was planted at the dormitory of the UP campus, prompting the dorm administrator to rush everyone out of the building at around 9:30 a.m.

Students were led outside the campus as explosives and ordnance experts from the Baguio City police scoured the area.

An hour later, authorities declared the threat a hoax, prompting students, faculty members and non-academic personnel to return to the campus.

Authorities said a student or group of students who were not ready for school requirements due today could be behind the threat.

Suspect in mayor’s killing nabbed
PARACELIS, Mt. Province – The 2nd top most wanted person here was put in jail upon his arrest in Sitio Mapape, Alfonso Lista, Ifugao Nov. 3 by joint personnel of Paracelis police, Regional Intelligence Division, Mountain Province Provincial Public Safety Company and 54th Infantry Battalion of the Philippine Army.

The suspect was involved in the killing of a former mayor of Paraceles in on Dec. 2007.

Senior Supt. Oliver Enmodias, provincial director identified the arrested suspect as Orlando Sukiyan Gombi, 39, a native of Sitio Carupian, Anonat, Paracelis,

Judge Patnaan of RTC Branch 35, Bontoc issued his warrant for murder with no bail recommended.

Pinukpuk farmer nabbed for illegal drugs
PINUKPUK, Kalinga -- Kalinga’s  No. 3 TMWP charged for violation of  Comprehensive Dangerous Drug Act was arrested in his residence here at Barangay Ammacian early morning of Nov. 4 for keeping illegal drugs in his house.

Senior Supt. Victor Wanchakan, Kalinga police director, identified the arrested farmer as Erimar Balurin Baligod, 31.

He was arrested by operatives of Pinukpuk police , Kalinga Anti Illegal Drug Special Operations Drug Group, Intelligence Personnel of Kalinga Provincial Police Office and CIDG.

Judge Marcelino K Wacas, presiding judge of RTC Branch 25, of the Second Judicial Region in Bulanao, Tabuk City, Kalinga recommended bail of P200.000 for his tremporary liberty..

Woman wanted for estafa in Baguio falls in La Union
BAGUIO CITY -- A female “top most wanted person” in police stations here landed in jail after she was nabbed at St. Peter and Paul Kindergarten School in Bauang, La Union Nov. 3.

Senior Supt. Rolando Miranda, city police director said operatives of  Baguio City Intelligence Uni, Criminal Investigation and Detection Management Unit, and Bauang Municipal Police Station arrested Maricris Sanchez Abuan, 38, married, BS Biology graduate of PUP, and a resident of Payukpok, Bauang, La Union.  

 She was wanted for estafa and was convicted for four years and two months of prision correctional as minimum to 20 years of reclusion temporal issued by Judge Edilberto T. Claravall, presiding judge, of the First Judicial Region, RTC Branch 60, Baguio City. She was also wanted for for falsification of commercial document with her arrest warrrant  issued by Judge Glenda Ortiz-Soriano, the Presiding Judge of the First Judicial Region, MTCC Branch 2, Baguio City.

Female locked in jail for illegal recruitment
LA TRINIDAD, Benguet -- Senior Supt. Rodolfo Azurin, provincial police director, said a woman wanted for illegal recruitment in large scale and ten counts of estafa was locked up in jail after she was nabbed at Morning Star Restaurant, in Sayangan, Paoay, Atok, Benguet morning of Nov. 4 for allegedly deceiving her clients after receiving money in exchange for work abroad.

Operatives of La Trinidad and Atok town police and members of the Intelligence personnel of provincial police office and Mt. Province arrested Nancy Bosaing Kayob, 39, businesswoman, resident of Poblacion, Sagada, Mt. Province.

Judge Edgardo B. De Rivera, Jr., presiding judge of RTC, Branch 10, La Trinidad, Benguet recommended no bail for her temporary liberty.

Laborer jailed for violation of Election Code
MANKAYAN, Benguet – A man was jailed here for violation of Pambansang Bilang 881 known as the Omnibus Election Code after he was nabbed at Cabaruan, Cervantes, Ilocos Sur on Nov. 4.

Operatives of Mankayan and Cervantes police arrested the suspect identified as Roberto Gateley Mariñas, 30, laborer,  of Paalaban, Paco, Mankayan and presently residing at Malaya, Cervantes.

Judge Agapito K. Laoagan, Jr., presiding judge, of the RTC Branch 64,of Abatan, Buguias, Benguet recommended bail of P60,000.00 for his temporary liberty.

Woman nabbed for abandoning family
BAKUN, Benguet - The No.1 top most wanted person here was arrested for violation of RA 7610 known as the anti Child Abuse Law in Natubleng, Buguias, Benguet Nov. 5 for abandoning her family since 2011.

Bakun police arrested the suspect identified as Cristina Mankey Domanas, by virtue of a warrant of arrest issued by Judge Agapito K. Laoagan, Jr. of the Regional Trial Court, Branch 64, First Judicial Region in Abatan, Buguias, Benguet but later posted bailbond for her temporary liberty.

 Kalinga DPWH employee arrested for illegal drugs
TABUK CITY, Kalinga – Police arrested an employee of Department of Public Works and Highways for transporting illegal drugs in evening of Nov. 3 here along Bacras, Bulanao. 

Senior Supt. Victor Wanchakan, provincial police chief identified the suspect as Dexter Gayawet Batalao, 29, of Purok 2, Bulanao Norte .

Seized from Batalao were .03 grams of shabu valued at P,000,  gadgets and and booklet containing illegal drugs transactions.

Two trike riders nabbed for shabu
LAMUT, Ifugao – Police and personnel of Land Transportation Office arrested two men aboard a motorcycle in front of the Provincial Livelihood Center here in Poblacion, West, Lamut, for possession of illegal drugs.

Senior Supt. Robert Galardo, provincial police director  identified the suspects as Bony Angayon Dulnuan, 27, of Balawis, Banaue, Ifugao and his rider Serano Tamayao Ngayawon, 47 of Kudug, Lagawe. 

Prior to their arrest, the two suspects were flagged down. Dulnuan failed to present driver’s license while Serano was caught in possession of several plastic sachets containing suspected shabu.

Seized from them were suspected shabu, drug paraphernalia, cash of P4,460, two cell phones among others.

 The search was witnessed by barangay captain Beatriz B Panit of Poblacion, West, Lamut, Rev. Roxas G. Pagaddut; Janine Lynnette A. Salonga, media and Prosecutor Marvin G. Ngayawan of the Department of Justice.

A case for violation for illegal drugs was filed against the suspects.

Cordillera police director Chief Supt. Isagani R. Nerez, earlier directed all police units in the region to increase anti-drug operations and work hard to arrest law violators.

115 cops graduate counter-insurgency training
CAMP DANGWA, La Trinidad, Benguet -- Sixty-eight Scout trainees and 47 Police Investigators simultaneously graduated here this morning. 

Matalahib Class 27-2014 composed of 60 females and eight males completedt 45-day rigid training on modified PNP special counter-insurgency operations unit training (SCOUT).

Insp.Alexander Amistad, course coordinator presented candidates for graduation while Senior Supt. George D. Daskeo, chief of regional investigation and detection management division   presented graduates of criminal investigation course.

Regional police director Chief Supt. Isagani Nerez, and command group handed certificates to graduates.

The highlight of the ceremony was awarding of graduates who excelled. For  modified PNP scout training, certificates of merit were awarded to PO1 Marissa S. Marcelo for graduating No. 1, PO1 Rowena F. Cabay for being No. 2 and PO1 John Paul T. Balneg for graduating no. 3. 

Certificates of recognition were also awarded to PO1 Rowena F. Cabay for having shown exceptional physical strength as JANE, and PO1 Regino N. Fias-eo for being “top gun” in marksmanship.

For the criminal investigation course, same award was also given to PO2 Aileen M. Mangangey for graduating No. 1, PO1 Michael Tobias for being No. 2 and Po2 Nestor Marcos Jr for being No. 3 in their class.

Nerez cited importance of training in his speech.  The standard set forth for the graduates is aimed to come up with highly disciplined, effective and efficient PNP member, according to the Cordillera police chief.

 “This is the beginning of becoming a PNP fighter. Always bear in mind that we have a strong organization and our role is to strengthen the organization,”  Nerez said.

He urged graduates to apply theories of what they learned from their instructors.

The regional director added they should have the capacity, capability, character and good cultural practice to solve crime in their locality and there should be improved police performance in the detection and investigation of crime.

43 wanted persons arrested in Benguet
CAMP DANGWA, La Trinidad, Benguet- Benguet late October arrested 43 wanted persons. 

Regional police director Chief Supt. Isagani R. Nerez, said efforts of Benguet Police contributed much in PRO-COR’s objective in accounting and arresting all wanted persons in the region.

Nerez said he was confident Benguet Police will continue more its anti-crime campaign.    
Senior Supt. Rodolfo S. Azurin, Benguet police chief cited unity and efforts of its 13 chiefs of police in anti-crime programs.

Azurin said out of 43 wanted persons arrested, six were “top most wanted person (TMWP) in the municipal level, one in the provincial level and 36 other wanted persons.

Atok, Bakun, Bokod, Itogon, Tublay town police contributed to improved arrests of TMPW in the municipal level while Buguias police contributed in provincial level. Other 36 wanted persons were arrested by other police stations.
 
3 men arrested for shabu in Benguet
CAMP DANGWA, La Trinidad, Benguet – Four persons were arrested during All Saints Day and All Souls Day for illegal drugs and firearms. 
Senior Supt. Rodolfo Azurin, provincial police director, said during buy-bust operation of his men, three drug pushers were separately arrested last week.  

In La Trinidad, Chief Insp. Radino S. Belly, led team that arrested a vendor identified as Aminodin Mala Ampuan a.k.a “Aminoding D. Ampuan”/“Amano M Ampuan”, 29, native of Lanao Del Sur, and  resident of Hilltop, Baguio City early morning of  All Saints Day at CNA Building in Barangay Balili.

Confiscated from Ampuan were four sachets containing of suspected “shabu” and P1, 000 buy-bust money.
In Buguias town, the Municipal Anti-Drugs Operation Task Group  arrested a vegetable packer identified as Reymund Bao-idan Wa-is, 21, of Poblacion.

 Recovered from his possession were five sachets containing of suspected “shabu” and Php2, 000.00 buy-bust money.

Meanwhile, another alleged drug pusher identified as Rodel Pagaduan Subang, 25, of Upper Nakiangan, Abatan, Buguias, Benguet was arrested by police at Suligay Bldg. in Barangay Abatan. 

Confiscated from his possession were shabu, P10,280 cash and a Samsung cell phone.

Army trooper nabbed for firing gun in Ifugao
LAMUT, Ifugao -- Police arrested a member of the Philippine Army Here in Banting, Poblacion West evening of the All Souls Day for firing his gun.
Senior Supt. John Colinio, provincial police director identified the arrested person as PFC Jeff Botlong Dulnuan, 26, of Hilltop, Poblacion West and presently assigned at Fort Bonifacio.
 Seized from his possession was a Cal. 45 handgun with no legal documents. Eight cartridges cases for Cal. 45 were also seized from him.

San Juan, Abra bocaps surrender firearms   
SAN JUAN, Abra – Barangay officials surrendered guns to cops here on All Souls Day in support to police campaign against illegal guns.
Surrendered were a Cal.45 loaded with five bullets, shotgun, Cal. 5.56 loaded with five bullets, Cal. 22 air gun and rifle grenade.

Local officials came from barangays Supiil, Colabaoan and North Poblacion.

11 persons charged with crimes arrested in Cordillera
CAMP DANGWA, Benguet -- Eleven persons charged with various offences were arrested last week in the Cordillera.

They were identified as Benedick Macatuggal Flores, 30, farmer of Purok 2,  San Carlos, Sta. Marcela, Apayao who arrested for murder with no recommended bail; Jonathan V. Mapatac for frustrated murder; Renelito Ysmael Raguro, 32 of Purok 1, Bulanao, Tabuk City, Kalinga for frustrated homicide;Orlando Agayo Alcido Jr., 37, businessman for Estafa and Pedring  Calandican Soriano, 57, driver, of Bangui, Ilocos Sur and presently residing in Munoz Drive, Purok 7, Asin Road, Baguio City for physical injuries.

Cleo Jess Bed-ing Cajigan, 24, bank employee was also arrested for violation of Republic Act 7610; Peter Balicdang Kuengan, 46, of Antamok, Itogon, Benguet for violation of RA 9262 with a recommended bail of Php80,000; Reynaldo Montero Rimando, 49, laborer, of Monterrazaz Village, Tuding, Itogon, Benguet for grave oral defamation; while a case of theft was served against Angelo Santiago Manuel, 32, of Sampaloc, Manila who is now  detained in Baguio City Jail for serving another sentence.


Raymund Decain Dulaycan, 32, taxi driver, of Tadian, Mt. Province and a resident of Lucnab, Baguio City, was also detained for kidnapping for ransom with homicide.
