4 Aetas wanted for farmer’s slay
TUGUEGARAO CITY – Police have launched a manhunt for four Aetas tagged in the Jan. 23 murder of a farmer in Pamplona town. The victim, Eduardo Banglay, reportedly duped the Aetas into selling their property, said Senior Police Officer 3 ElizaldeTagal, case investigator.

Banglay, who was reportedly asked by the suspects to sell a platinum bar, did not return to inform them about the result of the deal.

Tagal said Banglay was found dead with a gunshot wound in the head in Barangay Curva.

The victim reportedly received threats from the suspects before he was killed.

Meanwhile, in the town of Buguey, an alleged police informant was shot dead by motorcycle-riding men.

Town police chief Senior Insp. Saturnino Soriano said security guard Edwin Cepeda received threats before he was killed in Barangay San Juan.  – Raymund Catindig

Lingayen’s ‘Bagoong Festival,’ a celebration of pride
LINGAYEN Pangasinan — Pangasinan produces the best “bagoong” (salted fish paste).

That is the claim of the proud producers of the native delicacy in this capital town, which devotes an entire week every year for its “Bagoong Festival.”

Among the highlights of this year’s celebration, which ended Wednesday were the “Bagoong Banbanwit Street Dancing Competition,” the float parade, the unveiling of the “Biggest Pasig of Bagoong,” and the “TawayTaway Cooking Exhibition” and “Bagoong Making Demo.” – Liezle BasaInigo

Baguio chills at 10.4°C
BAGUIO CITY – This city’s temperature further dropped to 10.4 degrees Celcius Tuesday morning from 11.4 degrees Celsius on Friday.

The 10.4 mark is the coldest recorded so far this year since the start of the cold months. 
In the first week of November, the temperature went down to 12.4 degrees Celsius, signaling the start of the city’s signature chill.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration predicted that the temperature would continue to drop until February, the last of the so-called “cold quad months” in the highlands.
Baguio City recorded its coldest on Jan. 19, 1961 at 6.3 degrees Celsius.

Search for best MP town prepared for disasters on
BONTOC, Mountain Province -- To promote disaster preparedness among municipalities in the province, search for best prepared municipality was recently launched.

Monitoring team from provincial government visited municipalities last week to start first round of assessment.

The activity was approved during celebration of Mountain Province Foundation Day and Lang-ay Festival.
Mountain Province with its mountainous topography, rugged roads including risky driving of motorists had experienced massive destruction of property, disruption of livelihood and services and loss of human lives.
Natural events such as typhoons and earthquakes leading to massive landslides are common.

Provincial Disaster Risk Reduction and Management Officer, Anacleto Tangilag said an institutionalized disaster risk reduction plan made through coordinated efforts of stakeholders would lessen effect of disasters. -- Erwin Batnag

900 poor kids given free vaccination
DAGUPAN CITY, Pangasinan — The risk of pneumonia, being one of the most dreaded diseases among children which may lead to death, was addressed in this city earlier this week with 900 indigent children, aged one to five, given free vaccination. Mayor Belen Fernandez said the free vaccines administered by the City Health Office were donated to the city by the Philippine Medical Society-Pangasinan Chapter and the Philippine Pediatrics Society-Northern Luzon Chapter. – Liezle BasaIñigo

Paracelis town fire station activated
BONTOC, Mountain Province -- The Bureau of Fire Protection activated its first municipal fire station here in eastern part of the province.

FO1 Mirasol M. Navarra, the Provincial Information Officer of BFP- Mountain Province said that the municipal fire station in Paracelis has been activated Jan. 20.

According to Navarra, Paracelis government provided lot and building housing the Paracelis Municipal Fire Station. 

She added that the newly- established municipal fire station operates 24/7 with seven personnel in shifting duty. FO3 Charles Fidel C. Golocan who was assigned at the BFP- Provincial Office is acting municipal fire marshal.

Navarra said the fire station is equipped with fire truck and fire fighting gears. She said the bureau is working on providing office supplies and additional fire-fighting equipment to include first aid kits, trauma bag, stretchers and extinguishers.

In 2014, five fire incidents occurred in Paracelis. These included burning of three residential houses, one Baptist Church and a school.

With this, Navarra said BFP- Mountain Province is hopeful that with  activation of  fire station in Paracelis, fire incidents in said municipality will be addressed.

He said fighting fire in Paracelis was hard in the past because fire stations in neighboring municipalities of Barlig and Natonin were not  activated. 

The BFP – having been created by virtue of Republic Act 6975 - is mandated to establish at least one fire station with adequate personnel, fire-fighting facilities and equipment in every provincial capital, city and municipality subject to standard rules and regulations promulgated by the Department of Interior and Local Government. -- Alpine L. Power grid lines expanded in Ilocos
LAOAG CITY, Ilocos Norte — The National Grid Corporation of the Philippines (NGCP) is presently constructing a 230 kilovolt (kV) transmission line project plying from its San Esteban Sub-station in Ilocos Sur to Laoag City Sub-station to accommodate the maximum capacity of power generation from various wind farms in Ilocos Norte.
NGCP North Luzon Public Affairs Officer Lilibeth P. Gaydowen said the new 230 kV line in the Ilocos region is the N-1 contingency line as required by the Philippine Grid Code for use in the immediate restoration of power supply in case of emergency outage.

The 230kV line is added to the existing 115kV lines installed from San Esteban Sub – station to Laoag City Sub-station.

“Aside from using these 230kV line to accept the transfer of the maximum power generations from the different wind farms in Ilocos Norte located in the towns of Burgos, Bangui and Pagupud to the grid; this line is also use for immediate shifting of power load in case there is an obstruction in the smooth operation of the other transmission lines in the grid that resulted into unscheduled power brownout,” Gaydowen said.

Its construction and installation is expected to be complete and fully-operational by the end of this year.--Freddie G. Lazaro

DILG Ifugao briefs PPOC members on rebel info system
LAGAWE, Ifugao -- Members of the  Provincial Peace and Order  Council here were recently  briefed about the Former Rebel Information System (FRIS)  for  effective use of data as basis for   assessing  needs of former  insurgents  and granting assistance through specific reintegration programs.

Department of Interior and Local Government OIC provincial director Rose Dumelod said FRIS   is important  because government has undertaken numerous reintegration programs, most of which targeted former members of the New People’s Army (NPA), but until now there is no consolidated database to store information on former rebels served by past reintegration programs.

The FRIS is a user-friendly, flexible and secure system that allows for efficient and standardized collection, verification, storage, sharing, analysis and reporting of data on the profiles and plans of FRs and their family members, help provided them and status as they undergo integration in communities. --  DanielCodamon

2 Pangasinan areas cleared of red tide
ALAMINOS CITY, Pangasinan– The coastal waters in this city and in Barangay Wawa in Bani town are now free of algae that causes the red tide toxin, the Bureau of Fisheries and Aquatic Resources said.

In an advisory dated Jan. 22, BFAR said shellfish harvested from this city and Barangay Wawa are safe for human consumption.

“Gathering, transporting, marketing of shellfish from these areas are now permitted,” BFAR said.

The advisory also said that shellfish samples collected from the waters of Bolinao and Anda, also in Pangasinan, remain positive for the red tide toxin.

Local government units were advised to require market inspectors, quarantine officers and administrators to demand auxiliary invoice or clearance for domestic fish movement from fish and seashell dealers and transporters.

The agency said fish, squid, shrimps and crabs harvested from Bolinao and Anda are safe for human consumption provided these are fresh, washed thoroughly and the internal organs removed before cooking.

Mt Province gov assures support for state college
BONTOC, Mountain Province -- - Gov. Leonard G. Mayaen assured support of  provincial government to Mountain Province State Polytechnic College, the only state college in the province.

In his message before the students during the Criminology Day of the academe on Jan. 21, he said the provincial government will be supportive of the college’s programs. “I stand as a father and as an older brother, willing to walk with you and lead you,” he said. 

He said he is not ashamed that he came from a poor family, but that this didn’t deter him to pursue his studies and instead urged him to achieve what he is now today.

The governor told students some among them could be standing on stage in the future addressing the same crowd, not necessarily a governor, but as a respected member of the community.

The governor urged students to excel and make good so that nobody will be ashamed to identify themselves with them.

Meanwhile, MPSPC president Rexton F.Chakas recognized the support of the faculty and students to the programs of the college. Chakas said the administration is doing its best to provide quality education to the students.

The college president also thanked the provincial government for its support to the academe.

The provincial government earlier donated crime laboratory equipment to MPSPC to enhance skill of students on proper gun handling, crime scene investigation and interrogation processing. Aside from these, the governor has also approved the allocation of P60, 000 as financial aid for the criminology students’ review in 2011.

Also, most beneficiaries of the Mountain Province Student Financial Assistance Program (MPSFAP) are enrolled at MPSPC. This education assistance program has helped many students since its inception in 1993 and its institutionalization in 2010. For School Year 2014- 2015, 774 students benefitted from this program and were given their stipend of P3,000 per semester.

In addition, the college president was included as member of the Provincial School Board chaired by the governor.

16 beached dolphins dead or wounded in Pangasinan
DAGUPAN CITY, Pangasinan — At least 16 dolphins were reported dead or wounded along Lingayen Gulf since Monday, the Bureau of Fisheries and Aquatic Resources- National Integrated Fisheries Technology Development Center reported Wednesday.

Dr. Westly Rosario, BFAR-NIFTDC chief, said the beaching of the dolphins began Monday afternoon in Aringay, La Union, where fishermen in the coastal village of Alaska found five weak whales ashore.

Out of the five, one dolphin died and another was taken by fisherfolk. The dead dolphin was taken and buried at the BFAR-NIFTDC Fish Cemetery later in the day.

Early yesterday morning, two more dead dolphins were reported at Tondaligan Beach in Dagupan City and Binmaley. They both bore fresh wounds. “It is more look like a wound from spears than bullet wounds,” Rosario said.

In Lingayen, two weak dolphins were found beached along the shore. One dolphin was reported taken by fishermen. The other was brought to the BFAR-NIFTDC and treated in a chlorella tank.

In Sual, two more beached dolphins were found very weak and then one more in Alaminos City. They were all being monitored and given initial treatment.

In Barangay Pugaro also in Dagupan, four bruised dolphins were treated and pushed to the sea to recover.

“Although they (dolphins) have a higher percentage to survive in their natural habitat, we have to take them if we think a special treatment should be done to revive them,” said Rosario.

The last reported mass deaths of dolphins happened in 2000 in Sitio Sabangan, Barangay Bonuan Gueset in Dagupan City, where nine died and two were rescued. -- JojoRiñoza

Abra buckles up for CARAA meet
BANGUED, Abra-- The Department of Education here with sponsorship of  provincial government   is preparing  coaches and athletes  for Cordillera Administrative Region Athletic Association (CARAA) meet this week.

A total of 467 coaches and athletes have been identified to represent the province in CARAA meet Feb. 7-11 in  Baguio City,  said  Alfredo Alcos,  DepEdAbra division sports coordinator .

Alcos said Abra team will be participating in all sports events  as  athletes and coaches have been preparing for  this annual meet.  

He added coordination with CrisAlbolote, sports coordinator of provincial government and Vice-Gov. Rosario Bersamin was conducted to ensure sports facilities and logistics requirements were in place.

According to Alcos, about 53  Abra teachers  have been recommended to form part of the technical team who will oversee the conduct of CARAA meet.  They were  trained for sports and shall serve as referees and umpires.

Gov. Eustaquio P. Bersamin will lead Abradelegation  in the parade and opening program of the CARAA meet  Feb. 7. -- Maria Teresa Benas

BAGUIO CITY --The Pag-IBIG Fund Baguio branch  announced raffle draw  winners  of  Pag-IBIG’s  two promotional campaigns  during fund coordinators’ c annual general assembly meeting  last Jan. 9.

Winning a brand new refrigerator in the “May Savings Ka Na, May Premyo Ka Pa” promo was Evangeline Nonog Martinez. Melani Sinadcop Lumasok  and Babielyn Gonzales Yaranon are winners of television set  and cellphone, respectively.

Red Cross- Abra launches Million Volunteer Run 3
BANGUED, Abra -- The Philippine Red Cross-Abra Chapter bared the  Million Volunteer Run 3  was set March 8.

The third nationwide fun run will be conducted simultaneously by 105 local chapters of the PRC all over the country.

Pledges of support and participation were drawn for projects of the Red Cross which will be carried out on different occasions during the year.

The projects include thermometer for every barangay,  hygienic wash demonstration,  and the formation of responders teams in the barangays.

Meanwhile, PRC Abraawarded  with  gifts and certificates of appreciation donors and sponsors of the Abrenio Run for Humanity, a fundraising activity conducted on November 30, 2014 for  the operation of the blood bank project.

Ivy Avedano, PRC-Abra OIC administrator,  headed awarding Jan. 12 at Provincial Capitol Social Hall.

Leading awardees was Gov. Eustaquio P. Bersamin for providing funds from provincial government for  the projects of the Chapter.

Other awardees includes various schools, local government units , government and non-government offices, businessmen, and individuals  who supported the  fun run.

While the Red Cross is known for its blood program, Avedano gave a rundown of its major services, thus the need for public support to the Chapter.

Nutri council to establish radio station in Kalinga
PASIL, Kalinga -- The National Nutrition Council has identified this town as partner for establishment of Nutriskwela community radio station.

Dr. Valeriano Jesus Lopez, regional director of the Department of Health- Cordillera Administrative Region, said  the establishment of the Nutriskwela Community Radio Station Network Program is a strategy of NNC to promote good nutrition to address malnutrition and hunger in the country.

He said the program involves setting-up non-profit, non-partisan community radio stations to empower communities by disseminating correct, current and relevant information on nutrition and health as well as educational and developmental information.

“Since 2008, NNC has established 25 radio stations in 15 regions of the country licensed by the National Telecommunications Commission  and is now expanding to 10 more areas in the country,” Lopez who is also the regional nutrition committee chair said.

Two of these stations are in the Cordillera particularly in Lagawe, Ifugao and  Lagangilang, Abra.

The criteria to establish the radio station are: high prevalence of underweight children; absence or limited access to commercial radio broadcasts; willingness of partner LGUs to provide counterpart personnel, space and funds for the operations; pass the technical evaluation of NTC; and feasibility of sustaining the operations of the broadcast facility.


Pasil Mayor James Edduba  said  there is no problem on the LGU counterpart since they can provide a space for the facility and personnel to operate the broadcast media. -- Peter Balocnit
